As of October 2, 2020, Governor Cooper has taken the state to phase 3.0 in re-opening. In keeping with that order, the Town has opened the playground and bathrooms on East Fork Road. Shelters will now be available for rental for groups of 50 or less. Call Town Hall at 33.454.1138 for shelter rentals.

The comprehensive plan, also known as a general plan, master plan or land-use plan, is a document designed to guide the future actions of a community. It presents a vision for the future, with long-range goals and objectives for all activities that affect the local government.

October 2020 COVID Update

The Governor recently announced that the state of North Carolina has entered into Phase 3.0 of the Coronavirus response as of October 2. The Town’s top priority is and always will be the safety and security of the community. Town officials are taking the current spread of COVID-19 very seriously and are working closely with Emergency Management officials and other local partners in monitoring the situation. While there have been some changes to Town programming, all necessary arrangements are being made to ensure that all Town essential services are provided during this evolving situation.


Some of the changes that have been made at this time to limit the spread of the virus and other diseases include:

  • All residents are encouraged to conduct utilities payments with the Town utilizing its online feature at or depositing your payment in our Town Hall utilities payment mail slot located in the front and back doors. You may also pay by telephone by calling 1-833-394-6865. You may find your WEB ID on your most recent bill or you may call Town Hall at 336-454-1138 to obtain it.
  • All residents are encouraged to conduct other business with the Town, where possible, by calling the Town offices at 336-454-1138 during normal business hours (Monday-Friday 8:30 a.m. to 5:00 p.m.). Visitors to Town Hall are *highly* discouraged at this time.
  • The Town Council meetings will be held according to their regular meeting schedule. In person attendance at the meetings will be limited to 25 people in order for the Town to be compliant with the current Coronavirus restrictions. Staff will continue to stream the meetings live on the Town of Jamestown’s YouTube channel. Everyone that attends the meetings will have their temperature taken to ensure that they do not have a fever. All public comments must be made in person at the meeting. Citizens that would like to address the Council will be allowed to enter into the meeting one at time unless the 25 maximum capacity has not been reached.   • Garbage collection and recycling will maintain a normal pickup schedule.

Customer Purchased Trash Bins

In an effort to keep litter off the roadside or to keep the birds out of your trash bags, you may purchase a small storage Bin with a lid for your trash. These can be purchased at any local hardware store.


If you choose to purchase one instead of placing your trash bags on the ground, consider a container with wheels to make it easy on you! Our staff will simply remove the bags from your container and throw them in our sanitation truck. Do not purchase a deep can as our staff may not be able to get the bags out easily.


Remember to label the container with your address and mark “DO NOT THROW AWAY”.


Town Council will be looking to a permanent solution in 2020.

Planned Unit Development

Metropolitan Transporation Plan 2045

The Public Review and Comment period begins today for the DRAFT 2045 MTP (Metropolitan Transportation Plan) and the DRAFT CTP (Comprehensive Transportation Plan) . Both plans are available at the High Point MPO Website at

Due to COVID-19 and our local libraries not open for walk in, we are not printing hard copies of the plans to distribute at this time. You are welcome to print off copies of the plans if you choose. During the week of July 13- July 17 HPMPO staff will have an information table located in the High Point City Hall lobby for citizens to view the draft plans and maps. Depending on Governor Copper’s decision to move to Phase 3 of reopening, additional public involvement may occur. Those meeting times and locations will be advertised as required by our Public Participation Policy.

The public comment period will end on July 31st. Staff will request a recommendation for approval of both plans at our August TCC meeting and approval at our August TAC meeting.

Comprehensive Parks & Recreation Master Plan Update

The Town of Jamestown is finalizing an update to the Comprehensive Parks & Recreation Master Plan. This plan will become important as the Town seeks future grant funding to improve recreation amenities in Jamestown. The plan represents over 12 months of work by the Parks & Recreation Master Plan Steering Committee, the Parks & Recreation Advisory Committee and town staff and includes feedback given through public engagement over that time. The final draft, cost estimates, and an action & implementation plan are included for public review and comment.
